To’o will be leaving the Panthers at the end of next year and while the barnstorming winger has typically been one of Penrith’s most consistent performers since debuting for the club, he struggled in this year’s State of Origin series.

To’o’s vulnerability under the high ball was exposed in the sky-blue jumper, although he also had an error-prone performance in Game 1 and the numbers from the Red Bull High Flyer Player Rankings seem to suggest it has been an off year as a whole for the Samoan international.
To’o ranks outside of the top-10 wingers this season, with the 28-year-old recording a PSV (Predicted Score Value) total score of +2.29.
For context, Dom Young ranks 10th with a score of +2.59 while Alex Johnston and Tom Jenkins rank at the top of the leaderboard with scores of +4.43 and +3.94 respectively.
To’o’s +3.25 PSV run score is solid, although his -2.13 error score is quite high and brings down his number a fair bit.

As a reminder, the PSV is a model which measures how much each player contributes to the final scoreboard.
The system processes more than 15,000 data points per game, including every run, pass, kick, error and penalty.
The model is based on deriving the intrinsic value of every single action that occurs in a match relative to the final scoreboard using a proprietary AI model.
It means that every moment in the game is assessed based on how it changes a team’s likelihood of scoring.
For instance, if an action such as a linebreak or linebreak assist improves the chance of points, the player responsible gains PSV.
In To’o’s case, the errors reduce Penrith’s chance of scoring and his PSV decreases accordingly.
It is not always a black and white case of the errors themselves being the issue. Rather, it is where they happen and whether they directly lead to the other team scoring.
For instance, Jenkins (29) actually has more errors than To’o (18) this season.
These changes in PSV scoring are tracked across the entire game to produce a total performance value for every player, allowing them to be ranked based on their overall impact on the game rather than just traditional statistics.

TOP 10 WINGERS (minimum 10 games)
1. Alex Johnston +4.43
Johnston is one of the most prolific wingers the game has ever seen and that has carried over into the 2026 season, with the South Sydney flyer the best of the lot.
His PSV total score of +4.43 ranks first, well ahead of second-placed Tom Jenkins and speaks to just how consistent Johnston has been out on the left edge.
That left side has been particularly potent for the Rabbitohs this year, with South Sydney scoring 57 of its 106 tries down that edge — the best mark in the league.
With that in mind, it is hardly a surprise to see Johnston come out on top.

2. Tom Jenkins +3.94
Johnston has usually been a near-lock for the top try-scorer in the NRL but this year it is Penrith’s Tom Jenkins leading the way, entering Round 25 with 28 tries.
Jenkins finishes second of all wingers in the Red Bull High Flyer Player Rankings after a breakout 2026 season which has seen him become of the best aerial threats in the competition.
3. Jamayne Isaako +3.35
The ultimate professional. Isaako is a slick finisher for the Dolphins and will be missed when he links up with the Storm next year. He has the clear third-highest score in the Red Bull High Flyer Player Rankings.
4. Alofiana Khan-Pereira +3.04
The electric Khan-Pereira has made the most of his switch to the Warriors after finally cracking into the top side, with a score of +3.04 that ranks him the fourth-best winger in the competition according to the Red Bull High Flyer Player Rankings.
Khan-Pereira has only played 14 games this year, having initially struggled to get playing time in a stacked Warriors backline, but still has the tied sixth-most linebreaks with 17.
5. Daniel Tupou +2.85
Like Johnston, Tupou continues to age gracefully with the 35-year-old still consistently proving himself to be one of the best finishers in the competition.
Tupou has one of the lowest error and penalty scores out of all the wingers in the top-10, which speaks to how reliable the experienced veteran is.

6. Campbell Graham +2.83
Graham, like Tupou, has one of the lower error and penalty counts and has been steady as a rock for Souths since moving from the centres to the wing.
His PSV total score of +2.83 comes in sixth-best at the position.
7. Lehi Hopoate +2.72
Hopoate has one of the higher PSV run scores of +3.43, which speaks to how much of an evasive mover he is with the ball in hand.
Manly has had an inconsistent 2026 season, but the Sea Eagles have usually had success when they have got early ball to the speedster Hopoate, whose +2.72 total score ranks seventh-best.
8. Greg Marzhew +2.64
One of the best tackle-busting wingers in the competition.
It is hardly a surprise to see Marzhew’s PSV run score come in the fourth-best of the lot given he is such a destructive ball-carrier.
Marzhew can also be guilty of an error or two, but his PSV error score actually comes in as one of the lower marks this season so they haven’t proved too costly for the Knights.
9. Moses Leo +2.60
A surprise inclusion for Melbourne, who have struggled this season with top options Xavier Coates and Will Warbrick both battling injuries.
Leo was found out defensively at different stages this season but the Red Bull High Flyer Player Rankings are skewed towards attacking stats, hence why he ranks quite high.
10. Dom Young +2.59
Speaking of defensive struggles, Young has also had moments this season but has also looked unstoppable in attack on the wing for the Knights.
The Englishman has one of the highest PSV run scores alongside teammate Greg Marzhew, which again hardly comes as a surprise given he is so hard to take down in space.
But his PSV error mark of -2.19 easily ranks the worst of the top-10, so the Knights have had to take the good with the bad this year.
